
Start with the flour the recipe names
Bread flour generally offers more gluten-forming protein than all-purpose flour. King Arthur’s examples are 12.7% and 11.7%, respectively; those are brand-specific figures, not definitions for every bag. A stronger flour can support a dough that would feel much looser with a lower-protein flour at the same water amount.
That does not make bread flour the best choice for every bake. Recipe developers select flour together with the liquid quantity and mixing method. All-purpose flour is an intentional choice in many successful breads.
A useful comparison before substituting
Read the flour type and brand, total water, preferment ingredients, mixing instructions, and desired texture. A high-hydration open-crumb loaf asks something different of its flour than a tender enriched roll.
If you change flour, record whether the dough is difficult to hold together, unusually stiff, or simply different from the recipe’s description. Do not turn one unfamiliar texture into an immediate large flour addition. First check that your measurement and recipe stage are correct.

Can bread flour be used in cookies?
It can be a deliberate choice. That variation matters: higher protein does not promise the same texture change in every formula.
Start with a cookie developed for bread flour or a recipe allowing the swap. Keep the stated weight and mixing method. Bread flour is not self-rising flour, so it does not replace baking powder or soda listed separately.
